You must use the associated papers from the reading list as primary sources for your papers. Other sources are acceptable, but the bulk should be dated 2018 or later.
I look for clear writing and logical arguments when grading papers. There are always opposing viewpoints in any subject or policy dispute. The papers should exhibit an awareness of the problem’s complexity. Understanding the complexity of a situation does not exclude coming to conclusions or making policy recommendations. Papers should also show an understanding of the problem’s basic economics (graphs optional), but they do not have to be limited to economics or basic economics.
Big picture: with these papers, what skills are you attempting to develop and demonstrate? In a nutshell, policy-analysis writing (& analytical thinking). Students in the MPA program are natural advocates, marshaling all evidence and arguments in favor of their position. Advocates, on the other hand, frequently overlook or dismiss evidence that contradicts their position. A good analysis makes an honest effort to consider all relevant information and main arguments. One’s policy viewpoint should be shaped by evidence and arguments. That may be a tall order in the politically polarized United States of 2020, but I believe it is our best chance. You should be able to treat positions/people with whom you disagree with the respect you would expect them to offer you and your beliefs, within appropriate bounds.
Late papers will be docked one-third of a letter grade for each day they are late. Please email sanders.korenman@baruch.cuny.edu a print copy and an electronic copy of your paper. On the due date, both versions are due at 6:05 p.m. To work on your paper, please do not miss class or arrive late. If the class does not meet on time, e-mail is sufficient.
Your papers should be completely original work created specifically for this class. It is not allowed to submit papers that you have written for other courses, either in their original or amended form. Current Capstone authors may be able to use work from this class as part of a Capstone paper as an exemption to this requirement. In such instance, please send a joint e-mail to both myself and your Capstone instructor to obtain our prior consent.
Citations, references, footnotes, and other forms of attribution must be used correctly. Please read the College’s Academic Honesty Policy. Any format for references or other information is acceptable as long as I can locate the source if I am interested. Failure to credit sources and/or quote will result in a F for the paper, as well as possibly the entire course. It will also result in me making a phone call to the proper college officials. Please write “I have read the Baruch College policy on academic honesty” and sign your name on the first page of your work.
The first assignment should be on a topic from the Social Insurance section of the course (weeks 2-4). Please shoot me an email if you have any doubts regarding whether your issue satisfies this condition. If you want to write about a topic in social insurance that isn’t addressed well in the curriculum (for example, a policy proposal in another country), you must receive permission from me at least two weeks before the due date. This allows me to provide you with some essential articles.

Then create a paper in which you respond to the following questions:
Briefly, what are the plan’s key objectives? What problem(s) does the plan aim to address with the current program?
What are the precise components of the reform proposal, in a nutshell? (Warning: campaign websites can make it difficult to tell the difference between goals and recommended reforms, so be cautious.) What aspects of the show would be altered? “Make it fairer” or “improve financing,” for example, are aims, not policy suggestions.)
Would these improvements make the economy more efficient and equitable? Explain. Other objectives to achieve? Explain. What does success mean to you? What criteria should we use to evaluate our progress?
What are the primary advantages and disadvantages of the reform proposal in comparison to the status quo?
Which program would you recommend if you had to make a decision right now: the existing or the improved program? Why? (Please don’t suggest any further modifications; instead, choose between the status quo and the recommended improvements.) After all, that’s what you’ve looked into.)
Is there any more evidence that you might use to help you evaluate the proposal? How might you or another researcher go about obtaining the information you require?
Option 2: Examine a proposed policy in the field of social insurance. Please select a feasible reform idea that has sparked at least some interest and is supported by current research and evidence. First, outline the program, policy, or proposal concisely (1 page). Major systems covered in this subject, such as Medicare and Social Security, do not need to be described, but potential adjustments must be described. What are the objectives of the current policy or program? Is it operating well, according to the best evidence? Are there diverse perspectives on what it takes for a policy to be successful? What are the primary (specific) adjustments that have been proposed? What are the proposal’s advantages and disadvantages in comparison to the current program/policy? Would it make a difference in terms of economic efficiency? Equity? Explain. Are there any other objectives or results you’d like to achieve? Explain. What would you suggest? What are your opponents’ most likely arguments? What would your reaction be? Are there any institutional, financial, or political obstacles to your proposals being accepted or implemented?
