Using the Healthcare Budget Request Template, develop a 1- to 2-page executive summary that describes the issue or opportunity that you are analyzing. In your executive summary, you should:

Executive summaries are detailed descriptions of the process for implementing a new product or product line, project, unit, or service. An executive summary has a beginning and an end; it defines the specific market or community after completion of a formal needs’ assessment and gap analysis. It is an evidence-based proposal to support a change that includes metrics and measurement for establishing expected outcomes. Elements of an executive summary include the introduction, background, description with gap or opportunity analysis, proposal for the new service; research related to the gap or plan, and a detailed evaluation plan.

It sounds like you have a plan for all 3 needed things. Just a tip- the project works best if in the first year or so it is a negative balance. Then somewhere in the 5 year period it breaks even or starts to show a profit.
Consider using a percentage of the average rental fee and increasing each year until you see it breakeven. Actually, in a real situation, we do not usually see 100% improvement (in this case a 100% decrease in rentals) the first year. As staff become more familiar with the setup it should increase.
