Public services can utilize information technology (IT) from a private sector perspective. Specifically, electronic commerce (e-commerce) began emerging as businesses optimize mobile devices, social connectivity, and IT systems, which paved the way for online purchases (Schneider & Valacich, 2018). Businesses such as Amazon and eBay rapidly grew due to this ability, which public administrators can mimic in their organizations. For instance, some government levels control water and power departments. Before the e-commerce concept, people mostly pay in person, but now they can pay via mobile phone, laptop, or other digital means. As the internet is free and available to all citizens, it is becoming a daily necessity for people and the government (White, 2007). Although this may sound straightforward with the belief that all government organizations offer online public services, it is untrue. Personally, Guam recently began experimenting with online public services such as paying for utility bills, business permits, and vehicle registrations these past years. Only when the COVID-19 severely injured the Government of Guam’s effectiveness did it push public officials to prioritize these services. Undoubtedly, the integration of the internet into society positively impacted the public and private sectors’ services beyond its physical limitations.White (2007) highlighted the electronic government (e-government), which is merely digital or online public services were forming within nations back in 2005. Various nations such as Singapore, Taiwan, and the United States showcased substantial utilization with their innovative technology and government organizations, allowing citizens to further engage with the public sector (White, 2007). Essentially, e-government enhances public administration through its technological capabilities delivering public services promptly with higher quality. Furthermore, it opens doors to impossible pathways as only large organizations can procure state of the art technology (Hilton, 2018). Large autonomous government organizations can quickly increase their revenues while maintaining or lowering their costs, which these additional funds are relocated to medium and smaller public organizations to impact their IT capabilities. This concept is crucial in government because small and medium businesses cannot quickly adapt to technological changes as larger organizations can; therefore, this understanding and concept are shared within the government as revenues are primarily from taxes (Hilton, 2018). In short, e-government is not easily accessible to all government levels and organizations; thus, sharing funds is necessary for the whole government to provide equal and equity public services.
The two major questions the government must answer: what is possible and how to maximize? There is currently a digital government or electronic government (e-government) as government organizations integrate information technology, systems, and management to yield positive results, including public services. The two questions extend e-government capabilities on how far innovative technology can optimize public organizations. Fedorowicz and Dias (2010) highlighted the significance of the “how to” process when government organizations incorporate new IT mediums because failure to execute successfully can lead to drastic consequences. Researchers found that government organizations’ implementation process for its IT mediums is receiving severe drawbacks, mainly due to inadequate strategic planning and foresight. Researchers believe public organizations can indefinitely generate new e-government capabilities if they consider and understand the needed rules, policies, systems, organizational structure, and the interplay it has in the surrounding environment for new, integrated IT mediums (Fedorowicz & Dias, 2010). Thus, IT increasing organizational capabilities are boundless and maximizing organizational yields is determined with its IT implementation processes.
A notable example of how IT enhanced administration and public services within my research began in 2018. The introduction of a new information system allows documentation processing through upper management, which was via physical copies now entered in digital format. This simple processing system eliminates human labor to transfer documents, reduces the loss of documentation, and grants upper management individuals to view and approve them online instead of within their organization office. These documents range from timesheets, leave requests, purchase orders, petty cash, and other approval documentation, which took nearly a week to review as the approval chain is extensive. Presently, it merely takes half the time it did back then, saving the organization paper, printing, and labor costs. Daly (2018) noted that automation is the beginning of the new digital revolution and some organizations, without realizing are following it. Although the organization’s information system is not wholly automated, it does require significantly fewer efforts on the human participation front to execute it. Furthermore, the purpose of full automation without human involvement is not idealistic because it can run into technical errors; instead, the purpose is to reduce laborious tasks while doubling output (Daly, 2018). Undoubtedly, this automation concept has begun within organizations and the benefits are overwhelming; however, innovative technology is costly and is a financial burden in the short-term but lessens the load in the long-term.

Great work Forrest! I love that you incorporated IoT and COVID-19. It did not originally dawn on me that COVID-19 might affect IoT as well (other than of course its increased use as people refrain from in-person collaborations). This prompted me to research the subject further. It turns out that IoT is actually being affectively used for COVID-19 in other ways as well. Garg, Chukwu, Nasser, Chakraborty, & Garg (2020) shared that IoT in the form of automated digital contact tracing is both an effective and efficient (and most importantly, safe) way of tracking, and therefore controlling, the spread of COVID-19. Due to strict privacy regulations and patient rights, this form of IoT is not widely used. As a result, Garg, et al. (2020), are proposing an anonymous method that will achieve the same results using IoT without the privacy pitfalls. Their idea is to use a passive RFID transceiver that is only tracked if someone tests positive for the illness to indicate contact. Garg, et al. (2020) are also suggesting blockchain be used for the anonymous and secure collection of data. Blockchain is something that I recommended in my original post for public administration use to increase trust, accountability, and transparency of government funding (Valacich & Schneider, 2018). Popomaronis (2019) discussed its use as well, indicating that blockchain, along with 5G, and quantum computing are emerging uses of technology that are in our present and growing. Similar to the past sentiments placed here, Singh, Javaid, Haleem, & Suman (2020) concur. Singh, et al. (2020), share that IoT can be used to provide information and monitoring systems for COVID-19 that are currently challenged by lockdown situations. It can also be used to provide automated and transparent treatment processes by allowing professionals to identify symptoms faster and also track real-time locations of medical equipment that may be needed for treatment (Singh, et al., 2020). The prominent use of this technology in this sense is very wise. Proverbs 1:7 states that “fools despise wisdom and instruction.” While this does not directly support the use of IoT for battling a global pandemic, it does support the notion that the use of knowledge shows wisdom. Equally, “the advantage of knowledge is that wisdom preserves the life of him who has it” (Ecclesiastes 7:12).
