Make your own recommendation for a new National Strategy for Counterterrorism based on the broad themes of the 2017 National Security Strategy (it must be nested under the NSS according to the principle of strategic hierarchy). What major elements and priority areas would you recommend for a new CT strategy that is domestic in nature (i.e., homeland security rather than international security), while adhering to the Ends, Ways, and Means strategy framework?You should be aware that “homeland security” encompasses far more than the Department of Homeland Security. That agency is part of a wider Homeland Security Enterprise that includes [DHS] Departmental heads and components [the 7 field agencies including USCG, CBP, ICE, USSS, and others], as well as state, municipal, tribal, territorial, and private sector partners and others. Remember that many other major federal agencies play a role in HLS, such as the Department of Justice, where the FBI is the lead agency for counter-terrorism in the United States (not DHS).
