On the evening of May 7, 2008, Rachel Hoffman, a 23-year-old woman from Tallahassee, Florida, drove her silver Volvo north to a public park. She wore bluejeans, a green-and-white patterned T-shirt, and black Reef flip-flops to blend in. A handbag containing $13,000 in marked bills sat beside her on the passenger seat.
She texted her boyfriend on her way to the North Meridian Road Georgia peach and Tupelo honey stands. “I’m wired,” she wrote at 6:34. “Good luck, I’m off.”
“Good luck!” he said. “Call me and explain.”
“It’s about to drop,” she replied.
The sun was setting behind the park’s oaks and blooming crape myrtles. Mothers with strollers pushed their children near the baseball diamonds. Hoffman’s voice was filtered through a wire hidden in her purse as she spoke on her iPhone to the man she was meeting. Then she said, casually, “I’m going to the park with the tennis courts.”
The knowledge that 19 law enforcement agents were following her every move and a Drug Enforcement Administration surveillance plane was circling overhead helped her relax. As a redhead redhead, Rachel Hoffman was naturally laid-back and trusting. She wasn’t a narcotics expert. Her Facebook page featured her dancing at music festivals and a fake profile for her cat (“Favorite music: cat Stevens, straycat blues, pussycat dolls”).
Recently, police officers were called to her apartment after someone reported the smell of marijuana and suspected she was selling drugs. Hoffman said yes when asked if she had any illegal substances inside and let them search. The cops found over five ounces of pot and several Ecstasy and Valium pills hidden beneath her couch’s cushions. Hoffman could face serious prison time for felony charges like “selling cannabis” and “keeping a drug house.” The officer in charge, Ryan Pender, told her she could help herself if she helped the city’s narcotics team. Allegations against her could be reduced or dropped. ( )
Hoffman agreed to help. She’d never held a gun or a large amount of drugs. She was on her way to buy two and a half ounces of cocaine, 1500 Ecstasy pills, and a semi-automatic handgun for the Tallahassee Police Department.
The operation went awry. After an hour, the cops had lost her and her car. They went to her boyfriend’s townhouse late that night to see if Hoffman was there. They wanted to know if she had stolen the cash. Her boyfriend had no idea. ( )
Hoffman’s body was discovered two days later in a ravine in Perry, Florida, a small town fifty miles southeast of Tallahassee. Hoffman was shot five times in the chest and head with the gun the cops had her buy.
Rachel Hoffman had been with the cops for almost three weeks when she died. She was C.I. Hoffman, or 1129 Confidential Informant. She was a “cooperator”, one of the thousands who help police build cases against others each year in exchange for leniency in the criminal justice system.
“Rachel’s Law” requires law enforcement agencies to provide special training to officers who recruit confidential informants, inform them that reduced sentences are not available in exchange for their work, and allow them to request a lawyer if they want one.
