Betty, the chief nursing officer, had to make a decision about buying 120 new hospital beds for patient rooms. After she interviewed nurse mangers at the units where the beds were going to be placed, Betty compiled her findings and decided to contact a well-known equipment company to obtain prices and contracts. The equipment company’s executive salesperson, Jim, discussed options at length with her and invited her and her significant other to an upcoming all-expenses-paid lavish retreat at a five-star hotel in Hawaii to see demonstrations of the beds and to hear a comprehensive sales pitch. Betty thought to herself, “We badly need some relaxation and stress relief. Hawaii would be so much fun. Would it be wrong for us to go?”

For my week 6 topic I chose to research on Occupational fraud and abuse including healthcare fraud. This is a topic that I’m very interested in since I’ve heard stories of kickbacks amongst physicians in my area but never witnessed one myself. This topic alone provides a wide array of data and Im only interested in healthcare fraud since this is the area of my work, and I’d like to narrow the information given to me.
When I began searching for sources for my presentation using google web search, I use the keywords: occupational fraud or healthcare fraud definition, then I would use occupational fraud and healthcare fraud scholarly articles and peer reviewed articles. I use the Boolean operators, (and or and not) in my search (WCU, n.d. ). When I’m reading through the articles, I exclude years before 2017 and only use articles 2018 and current since much information may have changed over the last few years. Moreover, I look for journal articles that are published and has a doi link to it and or from government sources (.gov).
I also go to the WCU library database and type in my keywords, occupation fraud or healthcare fraud and select full article text, journal articles, magazines to see if anything yields information I can use for my presentation.

The topic that I chose is occupational fraud and abuse, including conflict of interest and healthcare fraud.
keywords: Occupational fraud, Medicare fraud, Medicare abuse.
The most important search features is to be specific and categorize it by sections instead of researching as a whole. For example, in my topic I can use a subheading to categorize methods of prevention, another subheading to categorize methods to report it. I found this strategy to be helpful because it helps me organize my ideas and put them into context in a more concise manner..

In this particular scenario, if I were Betty I would have adhered to the existing ethical dilemmas. I would have thought about the offer in a diverse perspective. The trip to Hawaii is unethical but it’s appealing. However, it is a bribe because the sales representative of the firm’s equipment is urging Betty to buy their commodities in exchange for all the expenses she is paid for at the five-star hotel. In this case, there is also a conflict of interest which is a breach of the code of conduct of the organization. Therefore, no healthcare personnel should accept the offer according to ethics. Every caregiver should maintain his/ her dignity and integrity in front of the company she for and also her patients (Honkavuo, 2021). On contrary, the firm’s equipment seems to be swindling Betty which is contrary to the professional code of ethics.

Yes, there exist a conflict of interest. This is simply because the chief officer of the organization is using his position to enrich himself at the expense of the organization. In this case, Betty’s personal needs for some relaxation are conflicting with her duty to pursue suitable hospital beds. Moreover, there is a possibility that Betty will not look for another company but she will stick with the company that promised her a trip which is against the ethics. The safety of the patient may be threatened if she accepts the offer.

A policy should be developed to create a committee for monitoring ethical behaviors for healthcare personnel. Everyone needs to be educated on the importance of ethics. In so doing, patient will obtain quality care. A conflict of interest agreement should be drafted to ensure that members follows the company’s prohibition on accepting any offer (Finch, 2021). Such policies will stimulate positive reputation, honesty and integrity among patient and healthcare workers. If one is truthful, there will be no disagree among healthcare personal. In order to govern this acts, policy of perceived or non-perceived conflict of interest should be executed. This policies are common in many institutions including my work place.

Pozgar (2014) stated, “a conflict of interest involves situations where a person has the opportunity to promote self-interests that could have a detrimental effect on an organization with which he or she has a special relationship” (p.285). I feel this situation perfectly depicts this statement. I would not take the gift/trip from the company. I feel gifts such as these can confuse one’s ability to be objective when making a decision. When making decisions such as the one Betty is making — one that affects many people — it is so important to be as objective as possible. I feel taking this gift/trip would negatively impact Betty’s ability to remain neutral in this situation. “Making justified ethical decisions requires healthcare professionals to know themselves and their motives, to ask good questions, to challenge the status quo, and to be continual learners” (Butts, 2015, p.61). The Four Topics Method of ethical decision making — specifically the contextual features — was a helpful framework to use when reflecting on this ethical issue (Butts, 2015, p.61).
“Disclosure of potential conflicts of interest should be made so that appropriate action may be taken to ensure that such conflict does not inappropriately influence important organization and health care decisions” (Pozgar, 2014, p.285). My healthcare system has a detailed policy outlining the guidelines regarding this situation — specifically, what a nurse can/cannot accept from a patient. Also, our healthcare leaders complete annual disclosure of potential conflicts statements to ensure potential conflicts do not influence their work. I would recommend all facilities have transparent policies regarding this issue.
