Assignment of a Case
The City Manager has tasked you with creating the city’s emergency management plan. Despite your prior emergency response expertise, this is your first time participating in the planning process. Effective emergency planning, according to what you’ve read, starts with:Defining an emergency in terms that are relevant to the planning organization.
Creating a structure with specified roles and responsibilities to function immediately before, during, and after an emergency.
Creating a plan for utilizing resources and securing additional resources in the event of an emergency.
Providing a recognizable method of transitioning from normal operations to emergency mode of operation.
Although the steps to developing an efficient emergency plan outlined above look realistic and necessary, you are unsure which item is most crucial in the early stages of preparing. You agree that defining an emergency in terms that are relevant to the city is critical; but, you believe that the city currently has an organization in place to fulfill certain responsibilities immediately before, during, and after an emergency. The police department of the city is that entity.
