International conflict has far-reaching consequences not only for the countries and nations involved, but also for the film industries within those countries. At the same time, the film industry and its influence had an impact on the war that was arguably just as significant. As a result of the rise of Hitler and the Nazis during World War II, political views and opinions were thrown into some films. For example, Warner Bros., like much of the rest of America and the rest of the world, was strongly opposed to the Nazis and openly produced propaganda films to persuade viewers against war participation as Hitler rose to prominence in Europe. Warner Bros. was also backed by the government, and the military’s film department was led by them. The Office of War Information (OWI) was established around the same time in 1942, with the goal of combining purpose and meaning with entertainment through outlets such as film. Despite the fact that Hollywood wartime production fell by more than 40% due to rationing and shortages, profits soared throughout the industry in the United States.
