Procurement for the Metropolitan Police Service of the United Kingdom
The London Metropolitan Police Service employs 44,000 people and has a £500 million yearly procurement budget, which is overseen by a procurement department with more than 50 people.
However, until the authority was established as part of the Mayor of London’s recent budget, it had no procurement policy. Only three of the 50 employees had CIPS qualifications, and goods were purchased solely on the basis of price. Procurement officials handled orders as they came in, with no market specialization. They needed to implement policies and procedures, as well as training and development, tools, and methodologies, that would provide the authority the most bang for its buck. Employees were urged to pursue CIPS certification.
Prior to the establishment of the authority, procurement employees merely handled orders as they came in, often without warning, and had little experience with specialized markets. Staff members now specialize in one or two market areas (commodity management) and are rotated every 18 months or so to obtain knowledge with different commodities or services. It has shifted their focus from just following orders to understanding that they have an important role to play in strategic decision-making and operational execution. They’ve reduced the number of suppliers they work with by 30%, opting for longer-term, “greater value” connections.
As an example of improvements, by pooling their own demand, they were able to save 40% on yellow waterproof coats. The availability and accessibility of information are critical in the police setting.
They prioritize equipment performance over operational support and quality, and only then do they consider cost savings.
They’ve started putting contracts in place that include explicit performance measurements and improvement goals. They used to always buy at the cheapest price. They now employ a whole-life costing strategy.
