The existence of political power is a remarkable thing: what gives someone — a complete stranger — the right to tell me what to do and punish me if I disobey? But this is precisely the power we give to the state.
III. The State of Nature
To answer such questions, Hobbes imagines a condition in which the state does not exist — what would life be like in this natural state or this “state of nature”?
According to Hobbes, the state of nature is a state of war. In the absence of a state, human nature will inevitably bring us into severe conflict.

To best appreciate this, note two views held by Hobbes:
As Hobbes would put it, we are entirely composed of “body” or matter. Please be sure not to confuse this with our sense of “materialism,” which involves an excessive yearning for material goods — cars, penthouses, electronics, etc. This is not the sense in which Hobbes is a materialist. He merely wishes to deny immaterial entities — gods, ghosts, souls, etc.
To understand human nature then, we need to understand the physical or material constitution of human beings, we need to study physics or matter in motion.
As a part of the material world, we are machines. There are thus two central concepts for Hobbes in understanding of human nature: materialism and mechanism.
Hobbes was impressed by the physics of Galileo, who was writing at this time. Galileo put forward the theory of the conservation of motion: we do not need to explain why an object continues in motion, only why it changes motion.
In other words, objects will continue in motion unless hindered by some outside force. (Think about how a baseball sent hurling in space will continue moving with the same velocity through space unless stopped by something else.)
