We’re now shifting into the second part of the course. The focus of attention now is on public policy: what government does. The assignment this week has two distinct parts because there are two distinct topics this week. (This is a result of re-organizing the course into one session per week. If we met twice, this would have been covered over two different class sessions.)
The first part is about “agenda setting,” and focuses on the political process that leads to the development and enactment of public policies. The second part is about the “prisoners’ dilemma.” This particular example helps us to understand the potential mismatch between individual incentives and collective outcomes, and underlies one potential reason for government involvement in setting public policy.
Please read the Kingdon and Axelrod readings. Please read through the slides that I’ve used in past years. Then please watch the animation and play the game at: https://ncase.me/trust/ Then go back to the prisoners’ dilemma slides and carefully walk through the 2×2 matrix of outcomes for the prisoners’ dilemma game, and the homeowners game. How are these examples similar to the animation gave? (this will be helpful for part c below) Here’s the written assignment: Kingdon is interested in how and why different topics rise to the top of the political agenda, potentially leading to enactment of policy changes.
When a topic is “hot” and on the active political agenda, what kinds of proposals will be actively considered? will these proposals be successful? Or will little or nothing happen, with the topic then fading from view? From our perspective today in 2021, I’ll assume that most of us will agree that the covid-19 pandemic is definitely a “hot” topic today, so I don’t have to ask “What’s Hot? What’s Not?” a) In a paragraph, explain Kingdon’s three streams.
b) Over the last year, Congress has enacted and two different Presidents have signed into law three comprehensive bills to respond to the pandemic. Apply Kingdon’s three streams idea to that action. How do the concepts of the “problem stream,” the “policy stream,” and the “politics stream” help us understand the process that led to the bills that were voted on in Congress over the last year? Some aspects of this might be hard to describe directly, such as the “policy stream,” which features a less visible group of people, but please in a couple of sentences try to illustrate how you think each of the three streams may have played a role in the successful enactment of these bills.
