Mental Health and Social Policy
Sources:8
Subject: Culture
Topic: Mental Health & Social Policy,
Paper details:
Rationale and goals: Disproportionately in mental health, we tend to hear and read the perspectives of majority groups—ie white cis non-disabled scholars and clinicians. When scholars or advocates of color (and/or with disabilities, direct experience of the criminal justice system, etc.) are included it
is often in a tokenistic way. The goals of this assignment are therefore: “Experiential learning” focused on learning how to actually *find* essays, blogs, perspectives (etc) written by and/or featuring the views and perspectives of minoritized communities; Engaging with a diversity of views within the
focus minoritized community: ie moving beyond the stereotype or caricature that “all members of X group believe Y” and deepening understanding and appreciation of why members of a given minoritized group might ultimately adopt different perspectives on any given issue/topic. Logistics of the
Assignment First pick a minoritized group whose perspectives are generally under-represented in social work education, policy and praxis (NB: this is more or less every racial/ethnic minority group in the US; people with disabilities including psychiatric disabilities; people with a history of
incarceration; people with direct experience of the child welfare system; LGBTQ2S communities; members of high poverty communities, etc.). Due to ongoing conversations within the Pitt SSW about racial equity specifically, I recommend focused on an ethnoracialized group but am not requiring this
if you feel you have a strong reason for wanting to center a different minoritized group. Next pick a mental health/substance use topic with specific tie-ins to the community you choose. Examples include the following: The concept of “historical trauma” and how this concept has been used to inform
recommendations for mental health services for American Indian/Native American communities. “Defund the police” and its intersections with mental health (ie removing law enforcement from mental health crisis response systems) in the Black community. Decarceration/incarceration policies as
they related to mental health/disability and their disproportionate impacts on the Black, Latinx and/or Indigenous (American Indian/Native American) communities. Harm reduction versus abstinence-based services and their impact on communities of color. Non-ethnoracial examples include Diverse
perspectives among people with direct personal experience of psychosis/voices on mental health policy for psychosis Diverse perspectives among Veteran’s with/labelled with PTSD on the concept of “moral injury” Experiential learning: *finding* diverse perspectives within the minoritized community
you select and on the policy topic you choose First, you might immediately notice how difficult it is to find or identify articles, essays, etc. written by or featuring members of the focus minoritized group. This is learning in and of itself: reflect on the structural hierarchies and historical oppression that
this state of affairs reflects. Second, be creative. Keep in mind that outside a higher ed context, social workers would ideally be engaging with diverse minoritized perspectives on a regular basis. How can you use all your existing skills and knowledge to brainstorm ways to locate diverse
perspectives? Some tips and hints: Depending on your topic, search terms likely to yield a diversity of perspectives. If the topic was harm reduction versus abstinence in the Black community for example, you might try: “criticisms of harm reduction in the Black community”; “criticisms of abstinence in
the Black community”; “Black scholars + harm reduction”; “Black scholars + abstinence based policy”; “drug treatment policy + African-Americans” If you get appropriate “hits” see if there are other articles or links that these pages/essays/videos (etc) link to Repeat these searches in YouTube,
Instagram, Facebook, Google Scholar etc. If you choose, you can also directly consult with/talk to/interview a member of the minoritized community (including other SSW students if you choose) on the focus topic/issue If you choose, you could post a question about the topic on a forum like Reddit:
“I’m wondering how members of X group feel about Y topic? Or “Anyone have suggestions of where to find critical perspectives on Y topic by members of the X community? Thanks in advance”. [[Again, be creative!! Don’t limit yourselves.]] Once you identify at least four sources that represent a
diversity of views, you can stop and proceed with the written part of the assignment (write up and reflections). An example of diverse sources: “decarceration” policy as it related to mental health and mental health services in under-represented communities of color Listen to panel presentations
and/or follow resources tied the Institute for the Development of Human Arts (IDHAs)’ Decarcerating care series: https://www.idha-nyc.org/decarcerating-care (Links to an external site.) Browse the work of local intersectional (Black-disability-psych survivor) decarceration activist Dustin Gibson :
https://www.dustinpgibson.com/ (Links to an external site.) For contrasting perspectives, read through the (conservative) Mental Health Policy Org’s defense of expanded involuntary outpatient treatment as a means of reducing incarceration among individuals with serious mental illness in
communities of color and note the section that specifically described Black clinicians and advocates who have strongly defended this approach (including NAMI Harlem). Google these individuals/groups and try to learn more about their positions/perspectives: https://mentalillnesspolicy.org/wp-
content/uploads/hr2646aotraciallyneutral.pdf (Links to an external site.) For a somewhat more inbetween perspective (closer to IDHA Decarcerating Care but not as radical) read up on the Movement for Black Lives’ statements and perspective on mental health diversion (starting with “End the War
on Black Health and Black Disabled People”: https://m4bl.org/policy-platforms/end-the-war-black-health/ (Links to an external site.)) For a different critical take focusing on e-monitoring (e.g. ankle bracelets) as a decarceration strategy, read the perspective of Black Pitt Law scholar, Chaz Arnett: Arnett, C. (2019). From Decarceration to E-carceration. Cardozo L. Rev., 41, 641. (https://heinonline.org/HOL/LandingPage?handle=hein.journals/cdozo41&div=19&id=&page= (Links to an external site.)) Write up and reflections As a reminder, a key component of this assignment is the “work” of
searching for and finding articles. Therefore, the written component is “lighter” and more informal and not something to stress out about. Specifics are as follows: The paper should be 4-5 pages single spaced. This is designed to be a more informal “discussion and reflection” paper. Include the
following Introduce your topic & community (the policy issue or set of issues and the minoritized community you focused on: why were you interested or why do you think this is an important topic; why is the policy issue important in the context or with respect to the minoritized community you
chose) [Approximately 1-2 single spaces pages] Summarize each ‘source’ (provide a full reference and/or URL/link for each), minimum of four, clarifying where there were contrasting perspectives. For instance, you might explain that “Source A and Source B agreed on X but disagreed on Y; Source C
agreed with Source B to some extent but there was subtle difference. Source D raised a different set of concerns more in line with Source A but distinct in the following ways….” Again, this is not something to stress out about! If you don’t fully understand the arguments or how they differ, that’s okay!
Just do your best. This is about meaningful effort not “mastery” or getting it right. [Approximately 1.5-2 single spaced pages] Reflect on what you learned through the whole process—searching, challenges finding sources, what you learned once you did start to locate sources and grapple with the
diversity of views, etc. Reflect on how this might influence your future social work practice, whether at the micro or macro level. [Approximately 1.5-2 single spaced pages.]
