While private-sector companies are motivated by profit, government agencies are motivated by achieving their objectives. While private sector rivalry is fierce, public institutions are motivated by the fact that they are sponsored by taxpayer cash, and hence operate in a monopsonist market. World events, national events, technology advancements, congressional actions, and the American people are just a few of the historical variables that have influenced how the federal government conducts business with the private sector. We mostly talk about how wars compel the need for equipment, manpower, and supplies when we talk about how international events influence the acquisition process. The purchase procedure in the United States has been influenced by national events such as bombings and natural disasters. The acquisition process is also influenced by technological advancements such as placing our bids online and “Reverse Options.” The laws and regulations enacted by Congress have an impact on how we do business with contractors. Finally, the American people lobby their legislators in Congress to keep a base in their state and to do business with specific vendors to acquire specific goods or services. Contracting dates back to our founding fathers, even before the Revolutionary War, and was continued when they established the government in 1789, evolving from an informal commerce to a formal industry in the process.
2. The private sector is a segment of the economy that is controlled by individuals and businesses rather than the government. The private sector’s purpose is to maximize profit. It acts in the best interests of stockholders, or people who own a portion of a company. The private sector is made up of a variety of businesses that are all competing to make the most money and please their clients. Finally, it is responsible for the majority of employment in the developing world. The government controls the public sector, which is the portion of the economy. It is made up of publicly supported agencies or businesses like the police and the military. The public sector’s role is to offer commodities and services that the private sector does not or cannot supply. Furthermore, both public and private sector acquisition processes have been influenced by national and international events throughout history. The probability of conflict, for example, determines what resources are obtained for wartime activities. Furthermore, major catastrophes such as bombings and natural disasters have altered the role and objectives of federal agencies in the United States. Congress’s activities, or the passage of laws, have an impact on the purchase process as well. The United States established an independent nation in 1776. There was no contract control at the inception of the republic because residents served as both government officials and merchants. Because of the absence of structure, corruption was simple to come by, and many utilized private funds for personal gain. This behavior necessitated the separation of government and contract interests, which Robert Morris established in 1781. Technology and logistics are two other important considerations in acquisitions. Acquisitions, Technologies, and Logistics (AT&L) is a community tasked with keeping up with rapidly changing technology in order to meet the needs of the military. The ATL community helps the Department of Defense (DoD) with its four major phases: research and development, production, operation and maintenance, and disposal. As a contracting officer, I would reach out to both commercial and public sector customers to learn more about their needs.
